I can't be certain about this
I can't be certain about this without a closer image but it looks like Hellinsia paleaceus. If you can identify the plant as a species of Vernonia then we are in business. Hellinsia paleaceus larvae have short capitate setae (pin head tips) arranged around the longer setae with pointed tips. You can almost make out some of the capitate setae in the image.

Deborah,
would you email John VanDyk (email available at Iowa State through the link at the bottom of this page) and request that he give you editor status as a plume-moth expert? We will email him and tell him we suggested it. Our reason for suggesting it is that editors get to see images at full posted size. This image was posted at larger than 1000 pixels, twice the size of the 570 image you see. When you look at the larger image you can easily see those capitate setae. Seeing the full size images would be a great help to all the work you are doing identifying these images. Thanks for sharing your knowledge with us!

The only thing we have found that looks like
any of these are the Plume Moths, so we moved them to that family. We don't know how much more of an ID is possible, but we'll see!
