Three species are in range in your area. I think this is Epitheca costalis, a male

After reviewing images and ID info in BG as well as "Dragonflies and Damselflies of Texas and the South-Central United States by John C. Abbott", I agree that this specimen is Epitheca costalis - Slender Baskettail.
An AR first for BG.
