At first glance, I thought this was a paper wasp or a spider wasp...but the wings were brownish and there was a golden hue towards the backend.It was obvioously enjoying the remains of a meal. Many thanks for telling me which kind it is...Denise K.

Polistes
Either P. carolina or rubiginosus I expect. The round structures highlighted in your third photo are tegulae.
