This appears to be a wasp of the genus Myzinum, and a male (from the distinctive "pseudo-sting" at the tip of the abdomen). It was visiting mule-fat (Baccharis salicifolia) growing in the wash.

It looks very similar to M. quinquecintum:



But I think that may be an eastern species, and from what I've read images of individuals in this genus can be very tricky to ID to species. I wish I had a copy of Kimsey (2009) [1st page here]...though even with that intriguing reference, it may be too difficult to get to species.
