looks like
a syrphid fly,in my amateur opinion. not the best pic.

 
Definitely a bee fly.
They're typically fuzzy, while bodies of syrphids are generally smooth. (There are a few exceptions.) Also, posture is typical of a bee fly. Cliff's photos are usually a lot better; these can be very small, fast, and all-around tough to shoot in the wild. Pinned specimens are a lot easier and don't mind if you reshoot.
