Actia?
I think Actia (Siphonini with short mouthparts, A1 not reaching wing margin, lower katepisternal bristle small, R4+5 setose beyond crossvein, anepisternum with two dorsal bristles). Hosts include Tortricidae. They aren't very picky eaters.
