Size: ~3mm
I believe this is Eupelmidae, if I am wrong please correct me. Also, what is the growth coming from it's back? It is coming from it's petiole. Could it be cordyceps, although don't think it is found in TX. Any help would be helpful!

Platygastridae
The horn is for the ovipositor, could be the genus Inostemma, if that is still a valid name.

 
RM Evans is correct
Family Platygstridae, genus Inostemma. That "growth" is where the female's retracted ovipositor is housed.
