Bamboo solitary bee nests visitor - Chrysis

Size: 1/2 inch maximum length
While I was waiting for a leaf cutter bee to use one of the bamboo tubes I had built for it, I had my camera poised to shoot. This little bee/wasp insect started to investigate, so I shot some video. The date was September 1, 2013. The location is inland from the beach about 3 miles. (Southern Oregon Coast)

It is a guess
but I think its a chrysidid, and not a bee.

Could it be laying eggs in the leaf-cutter nesting tubes? It wasn't inside the tube for any length of time. (I don't know how long it takes to lay an egg, though)
