Size: about 12 mm wing span
Looks a lot like a moth (small Idaea?)but seems scaleless. Seeking ID.

Moved, very neat! Must be it!
Please note the presence of four (functional) flying wings immediately rules-out moth flies and any other Diptera.

Thanks for everyone's help with this beastie. Never even knew this family existed. Without the help I'd probably still be sifting through 10,000+ moth images on a slow computer to not find it.

Dilaridae, perhaps?


If that's correct (wait for expert confirmation), it would be BG's first image from PA.
