Not a Dark-banded Owlet...
Something much better! This is Phlyctaina irrigualis. There's not a Bugguide page for it yet, as it is an uncommon tropical species that only reaches the U.S. in the Florida peninsula. More info can be found here. Great find! I'll add a species page for it soon...
