Diplotaxis, not Phyllophaga
This looks to be Diplotaxis puberula LeConte. Need a good shot of tarsal claws, mentum, and male genitalia to be sure, but that is about the only hairy species with that general appearance in the Houston area.

Scarabaeidae: Melolonthinae
lots of sp. in Texas, I'll defer to to Warner on genus, since he evidently recognizes this - the pygidium is usually diagnostic here; relatively large on Phyllophaga, smaller on Diplotaxis. I'm told a significant revision of the Diplotaxis is in the works. Unlike Phyllophaga, which often have intricate, sculptured genitalia, they are of limited value in determining the sp. of Diplotaxis.
