I am tentatively putting this in the cuprinus group based on the right-angled bend in M, which is hard to judge from the side. Less likely is the scapularis group, where I think the male from August 15 may end up based on the yellow shoulders.

This is a female Dolichopus Was this next to water? Sucking up tiny worms from water's edge is a common pastime in the genus.

 
Yes
at the edge of a lake where it is fed by a stream. I wish I could have gotten more shots of this attractive fly but this was the only one.
