I believe this could be 'Species Coelopa frigida'. Was found on seaweed/kelp wrack. There were many small 2mm flies and far fewer of these particular ones. Reading Marshall's 'Insects Their Natural History and Diversity' pp 420-421, it directs to an image on page 507 - #4 .. which says there is only one species of Coelopidae in the NorthEast which is Coelopa frigida. That is how I deduce this species. After a very cold spell of weeks of -20 degrees C, a few days of +5 C degree days happened and I found these on the edge of the ocean (Bay of Fundy) in kelp/seaweed deposits at the high tide line (wrack line).

Could be Coelopa frigida
The other shoreline species with complete Sc and no subcostal break is Orygma luctuosum, which seems to be less bristly.
