Probably Cnephia ornithophila
This appears to be a Simuliini other than Simulium, and there are only one or two species in your area in that group. Many species live a bit to the east in the Mississippi valley.

Last Night.
I went to the same spot last night (front porch light). I took pics of a similar fly, but the eyes were set apart. Might this have been a female? I wasn't pleased with the pics so I didn't keep them.

The color on these were more brown than black.

I'll try again tonight.

Females are dichoptic
Female black flies have smaller eyes than this fly. Males of a few species, mostly from colder climates, also have small eyes.

If it's really 8 mm long that's a huge black fly.

Well, that's if memory serves. I took a mental note. It could have been 6mm, but it was no smaller than that.
