Found on Salix sp. at beginning of the plant's blooming period (which was later than usual in 2013, I do believe), when this was one of the only nectar/pollen sources around. Looks kinda like Dolerus sp. after a quick search, but I don't know sawflies and the info pages don't provide much help with what characteristics to look for in order to identify.
