I think this is a Tufted Apple Bud Moth but the Exasperating Platynota is also a possibility.

agree Tufted Apple Bud Moth
I think you have the correct ID as Platynota idaeusalis - Tufted Apple Bud Moth - Hodges#3740.


The dark spots in the basal area, dark round reniform spot and other ID features seem to agree as outlined on the info page http://bugguide.net/node/view/25808
