Size: 3-4 mm
Wing venation looks like Philotarsus to me. Apologies for the blurry image.

Sure looks like...
Lachesilla kola, male. The range is right and the forewing coloration matches. I have only seen this species much further west than Hays Co. Nice shot, by the way. I don't know if Mockford will agree, but I think so.
