I have exhaustively searched the images of Syrphidae without finding anything close. The plant is Chrysothamnus nauseosus ssp. albicaulis.

I believe it is something in Genus Helophilus, I am not able to narrow down further.

Jeff is correct - the indistinct pterostima indicates Helophilus, but I can't tell you the species at present.

Thank you Kelsey. As I don't have a view of the face, I suppose identifying the species is unlikely. In reviewing photos and distribution of Helophilus (about all that I can do) I would conclude that the species is likely to be arbustorum or hirta.

Thanks Jeff and Ken for a very prompt response. Don't know how i missed that. Part of my problem was that Eristalini, and thus, Helophilus was not represented in the Guide photos for Eristalinae. I know that continuous links can not be provided for every species. A problem for amateurs like me.
