Aphelinidae
The dorsal landmarks, color, and size all point to Aphelinidae for me. In my opinion nothing about the antenna scream Scelionidae, as you cannot see where on the face they are inserted nor can you accurately count the segments. Also, the thorax appears to be broadly joined with the abdomen which is another feature of aphelinids.

Fits this family including tiny size (avg=1-2.5mm), elbowed antennae with the correct number of segments, elongated oval abdomen that is dorsoventrally depressed, yellow coloration possible, and a sculptured thorax. These are neat-looking egg parasitoids and very diverse-looking. The lack of a clubbed antennae indicates that this is a male. Great find Peter.
