I've been trying to figure this one out for quite some time. We see them fairly frequently in the subalpine. This one would have been at around 3,000 feet and I see a couple of the other photos from Washington are also pretty high.

This is actually the first Blera I've identified - I always wondered if I could identify one correctly and I'm glad that you provided such a great photo to work with!

Blera - using Curran's 1953 key it keys out to Blera scitula, which has a very similar abdominal pattern:

The pale "shoulders" are a key trait here - nice photo!
