Quatiella seem to always hold there wings out flat
I was just looking for one I have that's a lot like yours and think it may be what is being called "unidentified genus / species C" which seems to hold its wings more tent-like and doesn't have any markings.

Do you know anything about the formal taxonomic status of "unidentified genus / species C"? E.g. what described genera it might correspond to, or if we can confidently place it in tribe Psychodini? (I suspect so)

As he created the temporary taxon I suspect he was studying them. There seem to be plenty IDed as Psychoda on the web that lack spots so I'm not sure what criteria he employed.
