Looks rather like a Villa to me

That posture is typical of female "higher bee flies" (Bombyliinae and Anthracinae) trying to pick up sand.

probably Bombyllidae
The wing veination doesn't look like a syrphid to me - closer to Bombyllidae (open anal cell, 4 posterior cells, branched R4-R5 rather than the R4+5 that Syrphidae have). Beyond that, not sure - I'm not good with the bombyllids...
