Moved from Small Milkweed Bug.

I realize that the ID of these nymphs is somewhat tentative, but I'm going with Oncopeltus sanguineolentus (Blood-colored Milkweed Bug) due to:

+location: Sanguin is apparently quite common in Phoenix, particularly at the Desert Botanical Gardens
+host plant: Sanguin has an apparent affinity for Desert milkweed (A. subulata) which these appear to be on
+numbers: Sanguin is frequently found in colonies whereas kalmii is almost always photographed as a singleton or as a mating pair...
