Insect on Yarrow - Ripiphorus - female

Insect on Yarrow - Ripiphorus - Female
Beavercreek, Greene County, Ohio, USA
August 21, 2013
I have no idea where to begin on this one. Photographed on flower buds of Achillea millefolium (Yarrow). There were many fully open flower clusters this insect could have selected.

Thank you
for the ID, Brandon. After reading the info page, am I correct in assuming this is a female likely ovipositing on the unopened flower buds? Bad news for my ground-nesting bees. Interesting beetle though.
