Paraleptophlebia mollis
Hi Even-

Had a bit of trouble identifying this one, so asked the opinion of my good friend and fellow entomology/taxonomy enthusiast, Kurt Schirmer.

His comments were, "Looks like a Paraleptophlebia mollis male subimago. Time of year is right and those distinctive mesonotal sutures look to be correct."
