Amedia floridana Jaschhof 1997 (Diptera: Cecidomyiidae)
John I'm thinking this fly is Amedia floridana Jaschhof. Like you said it has the correct wing veination for Micromyinae and the flagellomeres have short necks which is consistent for the genus Amedia. Its a monotypic genus, so we have only the one species, floridana.

Thank you. I don't have Jaschhof's revision of Lestremiinae s. lat. and relied on Manual of Nearctic Diptera. With your suggestion, I did find his description of the species.

Another possibility
Some Sciaridae have reduced wing venation and long antennae. We have the long antennae in North America

but I don't think we have reduced venation in species with normally developed wings.

Sciaridae would also have tibial spurs, which I don't see.

The wing looks like Micromyinae or possibly Porricondylinae. It's not fitting well into keys because it apparently has CuA not forked and M3 absent. (Terminology from Manual of Nearctic Diptera; it changes every few decades.) Can you tell how many ocelli are present (0, 2, or 3) and whether there is a tiny first tarsomere or five normal length tarsomeres?

Just read the info you posted for this species. I can send the specimen for ID confirmation since it seems to be a good distance from where the species was described in Florida.
