I assume it's something in Eumeninae, but any ID help would be welcome.

aren't Eumeninae paper wasps of some sort?

actually, the non-geniculate antennae rule out that group --in fact, the entire curculionid family, although in a few cossonines antennae are not obviously geniculate, but in that case they are very very thick and short:
