Bucculatrix
This is something in Bucculatrix (Bucculatricidae). Possibilities include locuples, callistricha, and sexnotata, but Braun's (1963) descriptions of those three spp. don't really match this moth.

 
Bucculatrix speciosa?
This matches Braun's description here somewhat well as well as Jim Vargo's specimen at MPG. Ilona's other image here looks nearly perfect.

I would add the species page but do not know where to place it. Braun notes that it feeds on Solidago and the female genitalia and wing markings are similar to sexnotata.
