Yes, the two were synonymized by Deschka (see guide page). I have a bunch of reared specimens from California and I'll be sending one to the Netherlands in the near future to see how the DNA compares with European specimens.

Phyllonorycter
This is definitely a species of Phyllonorycter (Gracillariidae); it looks to be a pretty good match for P. felinelle, as seen here.

 
Phyllonorycter platani
Is P. felinelle considered a synonym of P. platani. I have no notes handy.
