Maybe H. peckhami? http://www.bio.sdsu.edu/pub/spiders/NewFiles/framespg.html says this species and H. elegans are in close parapatry in Santa Barbara county. This spider seems to have fine, black scales on the anterior surface of tibia I rather than the fine, white scales on H.elegans.
