Female Neoconocephalus.
Should be able to deduce a species at some point. Great image that shows the 'cone' well, and the length of her ovipositor, too, both characters that can help ID her.

Broad-tipped Conehead
This is a Broad-tipped Conehead (Neoconocephalus triops). Ethan Kistler and I determined this from, the thickness of the cone, the amount and pattern of black, and the lack of simmilair species in your area. This species is fairly common throughout the south from Florida west to California and as far North as Ohio in places.
