Found near a small spring under a deciduous forest. I thought it was a Bicyrte Sand Wasp, but it must be some kind of Diptera. Thank you for your help.

Correct - this is a hoverfly
Correct - this is a hoverfly (Syrphidae). Probably Eupeodes volucris, but I can't quite tell on the wing veination; the other guess I'd have would be Lapposyrphus lapponicus (if the R4+5 vein is bent upwards rather than straight).
