Pegomya bicolor
Anthomyiidae expert Michael Ackland placed this in the Pegomya bicolor species group. The photo showing the 5th sternite is helpful for Anthomyiidae. Location and color seem to limit the possible species to P. bicolor itself, though certainty may require dissection.
