Size: about 2 mm each
These white structures were found on a twig of dogwood, Cornus (Cornaceae). I think they are scale insects.

ID possibilities
A specialist told me that these might be:
Clavaspis ulmi or Epidiaspis leperii or Pseudaonidia paeoniae.
They were found on Cornus in New Jersey, USA.

Diaspididae
You're right - these are a type of scale insect: armored scales, or Diaspididae, possibly in genus Diaspis, although I submit to the scale insect experts at the genus level. here's a picture of a Diaspis species for comparison.
