Josh Rose (Now Dr. Odonate!) believes this to be a Pale Bluet. This is a tough identification in the field, but it looks quite consistent with the illustration in Lam. (1) I believe this is a male.

I agree that it's a Pale Blue
I agree that it's a Pale Bluet, and really pale even for this species, but it's a female. Note the shape of the blue color on the upper surface of segment 8 (whole segment would be blue in a male), the absence of accesory genitalia under segment 2, and the shape of the cerci on segment 10...
