I searched awhile and keep coming back to either Merodon equestris or Mallota but I see differences
around eyes, face, antennae...so I submit this one to the experts.

I found it crawling up a wooden ladder in a grassy area next to the woods-line. Not within 100 feet of any garden beds.
It seemed to have recently emerged as it was not sluggish, but could not fly and did not open it's wings a single time.
