I don't even know where to begin looking for this downy little guy. Help with ID appreciated.

seems a bit worn

Chrysomelidae?
My first guess would be a leaf beetle of some sort. Can't really give a reason why, either! Reminds me of a very drab and hairy version of the dogbane leaf beetle.

 
Marsh Beetle?
Maybe a helodid (also known as Scirtidae)? They are hairy and resemble chrysomelids, and it appears this specimen was in the right sort of habitat. The tarsal arrangement is different, if you could get a clearer scan of the feet that might help.
