Unknown Insect on Witch Hazel leaf

Size: ~10mm long
This very small insect (about 10mm long) was in the process of depositing what I will call an “egg case” on a leaf of Witch Hazel. The“egg case” is shown in the photo. This “egg case” is open at the top end and contains a shiny brown object. I am very curious to know what this insect is.

Great find! The brown object is indeed an egg, which the beetle has coated in excrement, as is done by all species in this group.
