Looks almost like something i
Looks almost like something in Tribe Cerioidini (Syrphidae) - the only genus that should be in Oregon is Ceriana, but those seem wrong somehow.

Thick-headed fly?
Visually it appears to be something in Conopinae. Not an ID, just observation.

After I turned my laptop off last night, and as I was falling asleep, I went "crud! it must be Conopidae!" *sigh* Glad to know my instinct was right in the end...
