subfamily Eumeninae... perhaps in the genus Eumenes, also, male. i would wait for someone more knowledgeable to comment.

 
Eumenes fraterna
Eumenes fraterna (or fraternus, I can never recall which). This is the only eastern North America Eumenes with white markings.
