Eupelmid - Anastatus…
Some details are lacking, but Anastatus is suggested based on the long clava and infuscated wing band.

I'm going to have to disagree
I believe it is an encyrtid, not a eupelmid. The marginal vein is very short (it is much longer in eupelmids), and several encyrtid genera have the wing infuscated in this manner. I can't be sure about the genus, but I think it is near to Aphycus.
