Tenthredinidae, Nematinae
Possibly Amauronematus sp. or Nematus sp. Can't see genus characters. Both have species that feed on willow.

Given that the sawfly appears to be ovipositing in a bud, it should be helpful to a sawfly specialist if you can say kind of plant it is.
