Size: around 3.5mm
I found this very cold leafhopper during a windy period of the day. It was doing it's best to hang on.
It's thorax has similar markings to the Empoasca elongella that was recently identified, but the eyes are pale rather than reddish.

Which is closer to the typical size?
7mm, or 3.5mm? I noticed both of these because I had just submitted one as well. I estimated mine to be 4mm, and it looked closer to this one than the one you estimated at 7mm.

Empoasca elongella
The color of the eyes varies from individual to individual. It may even be a response to light intensity ... the red that you see in some individuals is light-absorbing pigment, that may be obscured by changes in the eye in response to illumination.
