Sinuous Bee Fly
Richard, I believe that this might help you. Here's a copy of the ID info, from the "info" tab, that describes your fly's key characters: (difficult to determine sex)
Identification: - "black area of wing has irregular sinuous (wavy) border with a small rounded blob near the apex - a distinguishing feature
abdomen, thorax, and head black or very dark with no banding or other obvious markings"
