Moved tentatively
Moved from Hydrellia. I think this is H. formosa, a fairly widespread species that has this distintive color pattern (deep velvety black scutellum, superalar areas, frontal area of head, and lower part of pleuron). I found one just like this in a yellow pan trap the other day.

From Deonier (1): "Kahl (1917) stated that he found H. formosa very abundant on moist lawns in Fayette County, Pennsylvania."
