Looks like genus Okanagana
These cicadas are common in California, and there are many species (large genus). I can't narrow down any further because I am not good with western cicadas,
Maybe Mr. Reynolds or Jimmy Wu can narrow down further:)

Same boat as you guys :)
Cicadas can be very difficult to id from pic's, & Okanagana species are even worse. I recall conversations with several cicada folks and members of this Genus can be challenging. I usually leave them at the Genus level here on BG.
