Size: 3 mm

Quiescent larva on top surface of leaf of a cultivated rose bush in Bartram's Garden, Philadelphia. The protuberant structures near the head did not extend or retract.

Definitely

Those two fused posterior spiracles (The two tubes sticking out the end) are a distinct characteristic of Syrphidae larvae.
