These aren't great photos, but I'm wondering if this is a wingless adult, instead of a nymph of the webbing bark louse that I have been photographing on my Holly Trees. In one of the photos, you can just see the webbing covering the eggs next to the insect.

is what this looks like to me. I think bar*klouse nymphs look pretty much like wingless adults.
