I think this is Aphelinidae based mainly on tiny size, broadly joined abdomen, and setal tracts on wings.
Also, to me it looks similar to although with a smaller-looking abdomen.
I have a pic with the tarsi slightly more in focus if that would help.

You can see some of the other features such as the long mid tibial spur, complete and separated notauli, and the short antennae. The tarsal formula can vary from 555, 545, to 444, though this can be difficult to see accurately.
