Just curious how much of a name we can give this little critter before he or she lands in Frass. :)

Well...
there has been some confusion, among taxonomists, about the true nature of E. atrocincta and E. nigrocincta. Eventually in 2012, Jordana concluded that E. atrocincta, a typical USA species, also occures in Europe. He synonymised E. flava Lie-Pettersen 1896, E. clitellaria Guthrie 1903 (partim), E. nigrocincta Denis 1924 (partim), E. nigrocincta Denis 1923 (auct., partim), E. pseudoperpulchra Mills 1931, and E. atrocincta lineata Delamare Debouteville 1947 to E. atrocincta. All European pre2008 records must be confirmed and are possibly confused with the dimorphic E. nigrocincta. Specimens from South America, New Zealand and Australia must be confirmed.
E. nigrocincta is a European species and is typically dimorphic. The male resembles E. atrocincta and the female resembles E. multifasciata.
I recorded the dimorphic nigrocincta also from the USA, and possibly (mis)identified it in pre2012 records as atrocincta...
Given no US taxonomist published E. nigrocincta records from the USA, those dimorphic E. records can only tentativelly be recorded in bugguide as E. atrocinta forma nigrocincta, while awaiting a formal revision of USA presence of E. nigrocincta.
Hence the 'true form' versus the 'forma nigrocincta'.

Would it be worth our while to create a No Taxon "forma nigrocincta" page? Or is the taxonomy too muddled at this point to bother? (If we were to create such a page, of course, you'd need to tell me which images to put there.)

Then I could review all E. atrocincta entries at bugguide and indicate which could be moved.

Some of your original IDs were...
